Cities have sandbags available at various locations for residents with ID.

In Panama City Beach: you can get up to 10 free sandbags at Frank Brown Park Community Center, 16200 Panama City Beach Pkwy.
In Lynn Haven: The sandbag supply has been replenished and sandbags will be available from 1:30 - 7:00 p.m., or while supplies last, limit 10 per household, at the Lynn Haven Sports Complex.
In Panama City, sandbags are limited to 10 bags per Panama City citizen and Panama City business. They are available at 3000 W 19th St.
Also note:
Bay County Public Works placed sand for bagging at Pete Edwards Field at 7300 McElvey Rd., Panama City Beach and at Bay County Public Works, located at 4741 Fire Tower Road. Please bring shovels and bags, which are available for purchase at home improvement stores. Bags are not available at the sand locations.
